See, I thought the same thing. But I tested it a couple weeks ago, and when I swapped specs, my inventory count changed. I tested it again, and my inventory count changed by 1 when I changed specs. Maybe this is due to a 2H vs. 1H spec. But if what you say is true, I should see no change regardless of whether or not my off hand is empty.

You'll have your current 2 specs, plus a further pvp-only spec, with the option to buy a further spec, presumably for GS.
