Recipes are always a good use of Marks because in PvE, they are ultra rare drops, except those from Majerio's Shop or Quests Rewards.
Raiding is a good way to get Gems, because you also get Hero Tokens. But Valor cannot buy Coliseum Gear.
Short answer for 4 PvP Bouts per day at Gold. Mark League rewards unbalanced until you get to Platinum & Masters. So use Raids to get Tier 18 Gear, then when get to Platinum use Marks to get into Masters. But what ever way you have fun.
Start Enchanting after you unlock the Vile Realm.
Transferring Enchants are expensive, especially Rank 4 and higher, unless you are using Gold Shields (Arcane Transfer). So I recommend stopping Enchants at Rank 3 until you get Tier 18 Gear. Also easier to start over if you pick wrong Enchants for PvP or Raids.

As a rule more might is better in a Build, however for your PvP Build, Speed & Hitting Power determine most PvP Bouts. the +10% for a Coliseum 9/9 Set is huge, each +1 VS Player is the same as +1% for 2h Damage (if Staff equipped).
In PvE might helps you get into Raids since each Valor is worth 20 of the next lowest Valor. ex: 1 Soldier = 20 squire.
Better armor saves you silver coin on Healing Potions in PvE, but you can get away with lower Tier armor for PvP as long as hit hard & fast since no healing in PvP. One of the reasons Snap Cast (attack) & Juggernaut (anti-Stun, anti- Debuff) are so powerful.

First 3 are TRUE.
Not very sure how true Izit for Crit resist but Status Resist at 0% when target is stunned is definitely FALSE.
