Region won't open

Hiya I can't seem to open up the Undrian Plateau. Was told that after I killed the rat king at Fellmarsh the Undrian Plateau region would open up but after killing the rat king 3 times that region is still closed Can anyone please advice me what I missed? Thanks.
All I got is a window message stating that I have not met the requirement but I have completed all the quest up to shattered planes.

To unlock Undrian Plateau:

Battlefield Intelligence-5 trial markers
Heart of Ebian-10 intelligence reports
The Glowing Stones-4 depleted energy stones
The Energy Mine-5 resonant Energy stone
Mystery of the Mountains-4 shadow crystal shards
Who Gives a Flux-3 amber flux, 3 emerald flux, 3 indigo flux
What the Flux-craft 1 dimensional flux
Morbid Analysis-collect 100 bile samples
Kill the Messenger-visit camp site in Fellmarsh
Old Wounds 1-find Colette in the Heart of Ebian and hear her tale
Old Wounds 2-find Daedalus in Dunias Meadow and hear his tale
Old Wounds 3-find Majerio in Flame Cavern and hear his tale

When all these quests are completed, Undrian Plateau should be unlocked

And if those quests are not showing up, you may need to level a bit before they do. Definitely, there is a lot of quest work post-Trask to open that region.

I believe your toon must also be at level 30 to open Undrian Plateau.
